Secretary of the Treasury.

Sir:

In compliance with your request of this date, I have the honor to send herewith the papers relating to the defalcation of James C. Clapp, late Marshal, etc.—which had been submitted for the advice of the Attorney Gen'l, with your letter of the 27th December last.
