United States Senate.

Sir:

I herewith transmit by direction of the Attorney General ad interim, a copy of his Report to the President in the case of William Bell, convicted of murder at the last February term of the United States Circuit Court for the District of Kentucky, under the "Civil Rights" Act.

The recommendations of the Attorney General ad interim have been approved by the President.
