April 8, 1868. Col. David Looney, Room 20 - No. 71, Broadway. New York City. Sir: In the case of Conrad Euler, applicant for pardon, the Report of the District Attorney, which is unfavorable, shows that the case is that of a civil action.—The proper course of such, is indicated by the enclosed copy of our Report to the President, of this date.
