Secretary of War.

Sir:

Your communication of 2d inst. addressed to the Secretary of State, enclosing Reports of alleged hostile organizations preparing to violate the Territory of Mexico, having been communicated to me, I have issued, to the District Attorney and Marshal at New Orleans, the instructions of which I have the honor herewith to enclose a copy.
