Secretary of State,
Sir:
I had the honor to receive your communication of the 6th instant respecting alleged hostile expeditions supposed to be fitting out within the jurisdiction of the United States, with the object of violating the territory of a friendly power—and herewith enclose a copy of the instructions which I have issued to the Dist. Attorney and Marshal at New Orleans, in the premises. The papers which accompanied your letter are herewith returned, as requested.
