Sir:
In accordance with the 8th Section of the "Act of regulating the Tenure of certain Civil Offices," I am directed by the President to notify you that he has, this day, designated Joseph S. C. Rowland to perform the duties of United States Marshal for the Western District of Arkansas, in the place of Luther C. White, suspended.
