I have the honor to transmit herewith a designation by the President, of Joseph S. C. Rowland to perform the duties of Marshal of the United States for the Western District of Arkansas, in the place of Luther C. White, suspended; and to request you to deliver it to Mr. Rowland, when he shall have taken the oath and given the bond required by law.
