Secretary of State.

Sir:

I have the honor to enclose herewith a letter received at this Office from the Consul General of Prussia at New York, requesting a copy of the Opinion of the Attorney General, on the case of the "Niobé." This request should more properly have been addressed to your Department. I will inform the Consul General that his communication has been referred to you for your consideration and action.
