Mr. Henry D. Lapaugh, Consul to His Prussian Majesty's Consulate General.

Sir:

Your letter of the 27th instant has been received, and referred to the Honorable Secretary of State, who possesses the original of the opinion of the Attorney General on the case of the "Niobé." The Secretary of State will probably grant the request which you make.
