Hon. Wm. M. Evarts, Attorney General.

Windsor, Vermont.

Writs of habeas corpus applied for at Key West, for Mudd, Spangler, and Arnold. Shall I advise War Department, if asked, to obey writs, if issued? Shall I instruct Marshal at Philadelphia to recognize O'Neill? He has taken oaths before Commissioner.
