Secretary of War.

Sir:

I have the honor to acknowledge the receipt of your letter of the 10th instant, enclosing a communication from the Chief of Engineers, relative to an alleged trespass in the vicinity of the breakwater in Portland harbor, by one William Willard; and to say, in reply, that the United States Attorney for the District of Maine has been instructed to institute the necessary proceedings for the protection of the interests of the government in the matter.
