September 11, 1868. H. G. Heartt, Esq. U. S. Appr. to U. S. Courts, New Orleans, La Sir: In reply to your letter of the 7th instant, I am directed by the Acting Attorney General to say that this office has no authority to instruct in the premises; and your letter has accordingly been referred to the Commission of Internal Revenue, who will act upon the matter as he may deem right.
