November 23, 1868. Hon. H. McCulloch, Secretary of the Treasury. Sir: I have the honor to request that you will issue a warrant on the Treasurer of the United States in favor of Bushrod Birch, Esq. Disbursing Clerk, Treasury Department, for the sum of $3,040:89, and charge the same to the appropriations indicated below. I am, Sir, Very respectfully yours, Wm. M. Evarts Attorney General.
