Secretary of War.

Sir:

I have the honor to acknowledge the receipt of your letter of the 5th inst. requesting me to instruct the U. S. Attorney for the Dist. of West Virginia to appear for the defence in a suit brought ag't Bv't. Col. Joseph Conrad, Captain 29th U. S. Infantry, by William Branch; and to say, in reply, that a copy of your letter with its enclosure, and the proper instructions, have been sent to the U. S. Attorney for West Va.
