Sir:

I have the honor to acknowledge the receipt of your letter of the 26th inst. requesting my opinion upon the propriety of a bill presented to your Dept. by John McKeon, Esq. formerly U. S. Attorney at New York.

I have examined the bill and statement of Mr. McKeon, and return them herewith, with the endorsement of my opinion thereon.
