Ass't. Attorney General.

Sir:

I beg to refer to you the enclosed letter of the Hon. N. P. Banks, relative to the case of the United States vs. Wiggin et al., on appeal from the Court of Claims to the Supreme Court. Be good enough to examine this record, and report to the Attorney General your views as to the propriety and expediency of dismissing the appeal, conformably to the request of Gen. Banks, on behalf of the claimants.
