The Honorable the Secretary of State.

Sir:

In reply to your letter of the 16th inst. relative to the matter of the pardon of Jacob and Moses Depuy, I have the honor to enclose herewith a copy of a letter of instructions this day addressed to the Attorney of the U. S. for the Southern Dist. of New York.
