March 24, 1869. Joseph Laughlin, Esq. Sir: The Attorney General directs me to acknowledge the receipt of your letter of the 18th inst. with enclosures, and to say that he has transmitted it to the Secretary of the Treasury, with the suggestion that it be referred to the 2d Comptroller for investigation.
