Hon. Hamilton Fish,

Secretary of State.

Sir:

Inasmuch as it is necessary to send instructions, in the case of the steamer "Florida," supposed to be fitting out at Chester, Pa, for service against the government of Haiti, to the U. S. Attorney for the Eastern Dist. of Penn., I would be obliged if you will give directions to have the Commission of Aubrey H. Smith, Esq. recently confirmed by the Senate for that office, sent to me for immediate transmission to him.
