Secretary of War

Sir:

I have the honor to acknowledge the receipt of your letter of the 23d ult., and accompanying papers relating to the case of Sergeant Charles W. Frazer, U. S. Army, charged with conspiracy to kidnap one William Todd—and to say that I have instructed the U. S. Attorney for the Eastern Dist. of Pennsylvania to take charge of the defence for the case and to report his action to your Department.
