Sir:

In reply to your letter of the 19th inst. touching the question of the eligibility of Gen. E. S. Parker, to the office of Chief of a Bureau of your Department, I have the honor to state that, on the facts presented, I do not perceive that he is disqualified from holding such office, under the Constitution and laws of the United States.
