Sir:
Referring to your letter to me, of the 24th ultimo, relative to the case of Sergeant Charles W. Frazer, U. S. Army, charged with Conspiracy, I have the honor to transmit herewith a copy of a letter from the U. S. Attorney for the Eastern Dist. of Pennsylvania, relating thereto; and to say that I concur in the recommendation of Mr. Smith for the employment of Mr. Herr in the defence of the case.
The papers sent to this office are herewith enclosed.
