The President.

Sir:

I have received a printed copy of a petition addressed to you by a committee of the employees of the U. S. Armory at Springfield, Mass. and commended to your favorable consideration by members of the delegation in Congress from Massachusetts. In reply I have the honor to refer to an opinion given to the President by my predecessor in office, Mr. Evarts, on the 25th of November, 1868, in which I entirely concur, and which covers the whole subject.
