The President.

Sir:

In accordance with your request of the 23d inst. I have the honor to transmit herewith a copy of the opinion of my predecessor, Mr. Evarts, on the construction of the "Act constituting Eight Hours a Day's work," &c.—And also a copy of an opinion rendered by me to the Secretary of the Navy on the 20th inst. on the same subject. The printed petition referred to has no signature at all, but is endorsed by Senator Wilson, and eight Representatives from Massachusetts.
