May 3, 1869. Hon. John A. Rawlins, Secretary of War. Sir: I have the honor to transmit herewith a copy of a letter dated May 1st, from A. J. Herr, Esq. of Harrisburg, Pa, relative to the case of the Commonwealth of Pennsylvania vs. Serg't. C. W.
