Hon. Geo. S. Boutwell,

Secretary of the Treasury.

Sir:

I have the honor to return herewith the papers which accompanied your letter of the 1st inst. touching a suit pending in the U. S. District Court for Iowa, ag't August Kaiser, for an alleged violation of the Internal Revenue law, and to state that I concur in the recommendation of the Commissioner of Internal Revenue, that a compromise of this suit be made upon the terms proposed.
