Sir:

I enclose herewith a copy of a translation of a note of the 12th inst. addressed to the Department of State by Mr. Evariste Laroche, Charge d'Affaires of Haiti—and by that Department sent to this office. Proper instructions have been sent by this office to the Attorney and Marshal of the U. S. for the Eastern Dist. of Pennsylvania—and a copy of the translation of this note is sent to you for the purpose of submitting to your consideration this propriety of your addressing the collector of the customs of the District within which Chester, Pennsylvania is situated.
