Hon. Hamilton Fish,

Secretary of State.

Sir:

Referring to the communication of your predecessor addressed to this office, Feb. 3, 1869, relative to the alleged arrest and homicide, in Arkansas, of one George Parker, said to be a retired officer of her Britannic Majesty's service, I have the honor to transmit herewith a copy of the Report of the Eastern District of Arkansas, on the case. I beg leave to call your attention to the last clause of this Report, and will be glad to hear from you any suggestions in regard to a future prosecution of the investigation.
