July 28, 1869. Hon. S. McCullom, Springfield, Ill. Sir: In reply to your telegram addressed to the Chief Clerk of this Department, and requesting the return of recommendations filed here on behalf of Mr. Brensing, the Attorney General directs me to say that, according to the rules of this office, papers once filed cannot be returned.
