Hon. C. Delano,

Com. of Internal Revenue.

Sir:

I desire to submit to your inspection a letter this day received from the U. S. Marshal of the Western District of Missouri, to whom I had transmitted a statement of the complaints which came from your Bureau. I have no doubt that Mr. Smith means to make himself a faithful and efficient officer. Will you be so kind as to return his letter to this office when you have read it?
