To the Secretary of State.

Sir:

At the request of the Marshal of the United States for the Southern Dist. of New York, I have the honor to transmit herewith a bill, received this morning, for the services and, expenses of certain detective police officers, in the investigation of the Cuban fili bustering Expeditions.
