Madam,
The President has referred to me the letter you addressed to him in July last, asking compensation for the imprisonment of your deceased husband. In reply I have the honor to inform you that the executive has no power to appropriate the public money to
such a claim unless by an act of Congress; so that if you have any sufficient reason to make the application you should apply to Congress, and not the President, for relief.
