September 27, 1869. Mrs. A. H. Broome, Baltimore, Maryland. Madam, The President has referred to me the letter you addressed to him in July last, asking compensation for the imprisonment of your deceased husband. In reply I have the honor to inform you that the executive has no power to appropriate the public money to such a claim unless by an act of Congress; so that if you have any sufficient reason to make the application you should apply to Congress, and not the President, for relief.
