Gentlemen:

I have the honor to transmit to you a copy of a letter just received from the Secretary of War, and to request that you will conform your action to it. If it shall be necessary, will you communicate also with Francis Bugbee, Esq., U. S. Attorney at Montgomery, Ala., so that your action and his may be in concurrence?
