The enclosed papers relating to an application for the entry of a nolle pros. in an indictment pending in the District of Rhode Island against Henry Whalley for setting up and having in his possession a still, without having it registered, as required by law, are respectfully referred to you for an expression of your opinion and wishes in the case.
