Sir:

I have the honor to enclose herewith a letter from John W. Noble, Esq. U. S. Attorney for the Eastern District of Missouri, asking authority to enter a nolle prosequi in certain indictments against Morris B. Brown; also a letter from Hon. John M. Palmer on the same subject.

These papers are referred to you for your opinion on the propriety of the action recommended—and you are requested to return them with your opinion.
