Sir:

Your letter of the 18th ulto., requesting to be informed "how and when" the fee for transcribing the record in the case of "The United States vs. Fifteen hundred bales of Cotton," from the decision of which an appeal has been taken by direction of the Secretary of the Treasury, has been received. In reply, I enclose a copy of the letter to me from the Secretary of the Treasury upon a reference to him of your letter.
