Secretary of War.

Sir:

On examining the letter which you submitted to me this morning, and which I herewith return, relating to the claim of Mr. Jesse D. Bright, I am unable to see that it requires the submission by you of any further question to this Department. The opinion which has been already given seems to me sufficient to govern your action, until the parties to the controversy have settled their respective rights between themselves, either by judicial proceedings or otherwise.
