December 15, 1869. Hon. Geo. S. Boutwell, Secretary of the Treasury. Sir: I have the honor to request that you will issue a warrant on the Treasurer of the United States, in favor of Bushrod Birch, Esq. Disbursing Clerk, Treasury Department, for the sum of $4870:45, and charge the same to the appropriations indicated below. Very respectfully yours, E. R. Hoar, Attorney General.
