December 16, 1869. Hon. Isaac R. Hawkins, House of Representatives, Sir: I am directed by the Attorney General to say in reply to your request of the 15th inst. that it is contrary to the regulations of the office to return papers which have been filed in support of applications for appointments, or by way of protest against appointments to office.
