Sir:

In accordance with your oral request, I have the honor to return herewith, without an opinion, the papers contained in the letter of the Secretary of the Treasury, dated April 17, 1869, relative to the proper construction to be placed on certain Acts of Congress therein referred to, on the subject of claims for the use, loss, or damage to steamboats impressed into the military service of the United States in certain states.
