Chairman of the Committee on Territories, House of Representatives.

Sir:

The enclosed letter from the U. S. District Attorney for Utah, dated December 29, 1869, with its Enclosures, presents no case within the power of the Attorney General to remedy. But I have thought them of sufficient importance to be sent to your Committee, for such consideration and action as the Committee may deem proper.
