Secretary of State.

Sir:

I have the honor to acknowledge the receipt of your letter of this date, enclosing a copy of a telegraphic communication from Mr. Roberts, the Spanish Minister, requesting the detention of the steamer "Anna," and to say that I have transmitted to the U. S. Attorney at Charleston, S. C. the instructions of which the enclosed is a copy.
