Sir:

I am directed by the Attorney General to acknowledge the receipt of your letter of the 3d instant, requesting a copy of his opinion in reference to the salaries of Naval Officer and Surveyor of Customs, and to say in reply that it is the rule of this Office to refer all applicants for copies of official opinions to the Heads of the Executive Departments to whom they were addressed.

You are therefore respectfully referred to the Secretary of the Treasury for the opinion in question.
