Sir:

I have the honor to transmit herewith a letter from the U. S. Attorney for the Northern District of Florida, and an accompanying affidavit of Thomas R. Payne, master of the steamer Lizzie Baker, which was forwarded by you to this office in November last in connection with charges ag't the U. S. Deputy Marshal Holland and others. I beg to call your attention to Mr. Bisbee's request in relation to this affidavit.
