Hon. W. W. Belknap,

Secretary of War.

Sir:

I have the honor to return herewith the papers relating to the case of Edward Conway. At your request, these papers were sent to the U. S. Attorney for the District of Columbia, and upon them Conway was arrested and tried before a U. S. Commissioner. Whatever moral offence may have been committed, there seems to have been no violation of the statutes.
