Sir:

I have the honor to transmit, for your information, a letter of Geo. F. Talbot, Esq., U. S. Attorney for Maine, dated the 15th inst., in relation to complaints against the official conduct of U. S. Commissioner J. H. Manley, made in a letter to you from J. W. Patterson, of Augusta, Me., which is herewith returned.
