March 7, 1870. Hon. Hamilton Fish, Secretary of State. Sir: I have the honor to enclose herewith for your immediate consideration a copy of a letter transmitted to me by the District Attorney of the Northern District of New York, relative to rumored projects for the invasion of Canada.
