Secretary of the Treasury.

Sir:

I have the honor to acknowledge the receipt of your letter of the 5th inst. in which you request that the papers sent me enclosed in your letter of the 3d inst. relating to the issue of warrants or notes by the State of Florida, may be returned to you. I accordingly return them herewith, without expressing any opinion upon the questions of law stated in your first letter.
