I have the honor to return herewith the communication of Robert Avery, Esq., addressed to the Commissioner of Pensions, under date of February 12, 1870, relative to the case of The United States against Benjamin Low. This paper was referred to the United States Attorney for the Southern District of New York, and I enclose herewith a copy of his reply.
