April 5, 1870. Hon. J. H. Howe, Chief Justice Wyoming Territory, Cheyenne. Sir: Your letter of the 28th ult., in which you request the approval of your coming to Washington, has been received. I am instructed to say that the President cannot give his approval to your absence from the Territory for the purpose indicated. Very respectfully, E. R. Hoar, Attorney General.
